Proof of this is the scandal that took place on Wednesday in Israel after Magen David Adom, the Israeli equivalent of the Red Cross, refused to accept a blood donation from Member of Parliament Pnina Tamano-Shata, a Jew of Ethiopian origin. The Member of Parliament wanted to give blood at the government donor drive in Jerusalem, but an official of Magen David Adom, filmed and recorded on video camera, explained that “it is prohibited to accept blood of Jewish of Ethiopian origin, as directed by the Ministry of Health.”According to media, the Ministry of Health estimated that the blood of Jews of Ethiopian origin who were not born in Israel can spread diseases, including AIDS. For her part, the member was outraged in an interview on the private television channel “10”, denouncing “this affront to an entire community because of the color of her skin.”“I’m 32, I arrived at the age of three in Israel, I did my military service and I have two children, there is no reason to treat me like this,” she said.She recalled that this practice is not new. Indeed, 16 years ago, the media had revealed that health authorities got rid of the blood given by this community without using it. The community of Ethiopian Jews then organized a large demonstration in Jerusalem. “But since that time, nothing has changed,” she said.According to Haaretz, before offering to donate her blood, Tamano-Shata was aware that her offer would be rejected. Governments often promote youth entrepreneurship while failing to stimulate wider employment creation through robust strategies, “unfairly” shifting much of the responsibility for job creation from the larger public and the private sector to young people.Political engagementYouth participation and representation in institutional political processes and policy-making around the world is relatively low, according to the report. Voter turnout in elections tends to be significantly lower among youth than among adults, and young people are less likely to become members of political parties.Although youth have played a visible and prominent role in demonstrations and protests and have often been instrumental in bringing about changes in governance, the role of young people following political transition remains largely undefined and, in many cases, they remain excluded, the report notes.In countries experiencing power vacuums, young people can often be coerced, or otherwise forced out of economic necessity, to join violent groups and extremist elements.The availability of ever-growing numbers of online and social media outlets and other web-based tools has played a huge role in bolstering young people’s activism and participation, but the extent to which cyber activism translates into sustained lifetime political engagement is unclear.While young people are gradually moving away from institutionalized structures, such as electoral activities and political parties, they are moving towards cause-oriented activism.Although the extent of their participation has varied, young people around the world have always been active at the community level through volunteerism, peacebuilding efforts and sporting activities.Community engagement often provides young people with their first experience of active participation in a cause or activity, serving as a gateway to further and broader engagement throughout life as well as opportunities for leadership building.The report draws a conclusion that in all three of the areas, youth engagement in society relies on the active participation and commitment of Governments. While young people need to play a central role in addressing issues that affect them, they cannot tackle the multitude of challenges alone, particularly in the economic and employment area, it says. The World Youth Report on Youth Civic Engagement, compiled by the UN Department of Economic and Social Affairs (DESA), explores young people’s participation in economic, political and community life, and is intended to serve as an impetus and tool for policy discussion between youth and government.On economic engagement, the report notes that unemployment affects more than 73 million young people around the world, with the jobless rate exceeding 50 per cent in some developing countries. In low- and middle-income countries, underemployment in the informal sector is considered the primary employment challenge among young people.In addition, inadequacies in skills and education, the lack of support for entrepreneurship, and diminishing labour rights have negatively affected youth economic engagement.The report warns that an increasing number of companies and organizations are offering, often full-time and unpaid, internships for recent graduates. In many of such incidents, internship is not necessarily linked to specific educational outcomes, but replaces the work of regular paid workers. “In addition, it is now not uncommon for young people to undertake numerous back-to-back unpaid or low-paid internships as they struggle to gain a foothold on the career ladder,” the report says. “Far from better preparing young people for economic life, unpaid internships have the potential to leave youth in an economically more vulnerable position than they would be in had they never undertaken the internship in the first place.”As such, many young people are calling for stronger regulations and the development of benchmarks for quality internships to avoid exploitation, the report says. first_img Dan Cohen AUTHOR DOD expects to complete an analysis of the department’s excess capacity by late spring, the first formal analysis of how much surplus infrastructure it retains since prior to the last round of base closures, Politico reported.The new report, mandated under the fiscal 2016 defense authorization bill, is expected to bolster the department’s case for holding a new BRAC round. The administration’s FY 2017 budget request calls for a new round to be held in 2019.Two of the services recently have updated their assessments of how much excess infrastructure is in their inventory. Air Force officials testified earlier this month that the service has a surplus of 30 percent. The Army believes the portion of its infrastructure considered excess will rise to 21 percent after ongoing restructuring shrinks the service’s active-duty end strength from 490,000 to 450,000 soldiers, a top installations official said last year, citing a rough estimate.The authorization measure requires DOD to prepare force structure plans and an infrastructure assessment that could be used to determine the military’s level of excess capacity. It calls for officials to submit:force structure plans for each of the services;an assessment of the probable threats to national security;end strength levels and major military force units;an inventory of worldwide installations;a description of the infrastructure necessary to support the force structure plans;a discussion of categories of excess infrastructure and infrastructure capacity; andan assessment of the value of retaining certain excess infrastructure to accommodate contingency, mobilization and surge requirements.The bill also directs the Government Accountability Office to review the force structure plans and infrastructure inventory within 60 days after it is submitted by DOD.last_img read more

Despite it being a console-only title, the Sega Genesis exclusive was as good or better than proper arcade Beat ’em Ups. It certainly gave titles like Final Fight and Teenage Mutant Ninja Turtles: Turtles in Time a run for their money.It has been 24 years, but the world is finally getting a new entry in the beloved series. Today, DotEmu, Guard Crush Games, and Lizardcube have announced Streets of Rage 4. Along with the announcement, we’re also treated to an action-packed trailer. If you’re a fan of the series, this is a good day indeed.The most striking thing about the trailer is the art style and animation. The game is a thing of pure beauty. I suppose this isn’t a surprise given how the team behind it is responsible for the equally stunning Wonder Boy: The Dragon’s Trap remake. The trailer features Axel and Blaze doing what they do best: beating the snot out of bad guys.
