first_imgDeputy Police Commissioner, Traffic Chief, Linden IslesFatal accidentTwelve days have passed since 57-year-old pedal cyclist Ramlackhan, who was struck by an intoxicated corporal attached to the Guyana Defence Force (GDF), succumbed to his injuries at the Georgetown Public Hospital Corporation (GPHC) but the army official is yet to be charged.Deputy Police Commissioner and Traffic Chief, Linden Isles explained to Guyana Times on Saturday that the Guyana Police Force (GPF) is still investigating the matter surrounding the pedal cyclist’s death and that further action in this regard is dependent on the post-mortem examination (PME) report.“It was a serious accident that turned into a fatal accident. So at that time [and until now], he was released in the custody of the Army. Now the investigation is continuing because it was a serious accident initially and so we now have to investigate a fatal accident,” Isles said. He added that a Driving Under the Influence (DUI) charge, as well as others that may be laid against the army rank, will be done all together in one file that will be sent to the office of the Director of Public Prosecutions (DPP).Meanwhile, C Division Commander, Calvin Brutus, in whose policing division the accident took place, also told this newspaper on Saturday that the police are in receipt of the PME results.“So, the file should be going for advice to the DPP in the new week,” he added.Ramlackhan’s death occurred on June 19 last, less than two weeks after he underwent emergency surgery while in an unconscious state at the GPHC.Previously, Commander Brutus had explained to this publication that since Ramlackhan had been involved in the accident, he never regained consciousness. Therefore, while he was in an unconscious state, the only charge that could be laid against the Army Corporal was that of DUI.However, according to the police, now that Ramlackhan has succumbed to his injuries, investigations into the situation will take a different route since the military official can be charged with causing death by dangerous driving.“The army rank is presently on station bail but has to return to the police station on Monday [June 24, 2019]. The file for the DUI is yet to be returned to us [police] for further action. In relation to the pedal cyclist losing his life, further investigation has to be done since the victim died,” the police explained. On May 25 last, Ramlackhan was struck down along the Vryheid’s Lust Railway Embankment Road, East Coast Demerara (ECD) by motorcar PRR 7815 allegedly being driven by the soldier. The severely injured man is said to hail from Lot 346 Martyrs Ville, Mon Repos, ECD.At the time of the accident, Ramlackhan was towing another friend who is reportedly from Sixth Street, Success, ECD. His friend suffered minor injuries.Reports are that on the day in question the duo was riding along the roadway when they were hit off the bicycle by the vehicle being driven by the GDF rank, who was reportedly under the influence of alcohol.Ramlackhan was picked up and taken to the GPHC, where he was admitted a patient.A breathalyser test was conducted on the driver of the vehicle and it was discovered that his alcohol intake was above the legal limit. While Ramlackhan was in a coma at the GPHC, the soldier, who was allegedly driving the car involved in the accident, was released into the custody of the Army.“The Joint Services protocol dictates that we hand him over to his superiors pending the advice of the Director of Public Prosecutions (DPP). With regards to Police having custody of Joint Services ranks, it is dependent on the category of crime. For instance, if it is murder or so, they will stay in our [GPF] custody. If it is a lesser category, we hand them over to their respective agency and they will take responsibility to bring them back whenever is needed; or if advice is to charge, they will make them available and bring them so,” Commander Brutus had also stated at that time.last_img read more

first_imgEverton are confident of signing Wayne Rooney this summer, talkSPORT understands.Manchester United’s record goalscorer is weighing up his future having fallen down the pecking order at Old Trafford following Jose Mourinho’s arrival as manager.Rooney has insisted he will not play for any other Premier League club but Everton – the team he supported as a youngster and with whom he made his professional debut – should he quit United. And talkSPORT have now been told by sources close to the Merseyside club that it is ‘almost inevitable’ Rooney will return to Goodison Park.Everton’s majority shareholder Farhad Moshiri is backing boss Ronald Koeman heavily in the transfer market this summer.Goalkeeper Jordan Pickford and midfielder Davy Klaassen have already arrived for a combined £54million.Burnley defender Michael Keane and Malaga striker Sandro Ramirez are also set to join, for fees of £25m and £5.25m respectively.Once those deals are done, Everton will then turn their focus to securing Rooney’s signature. The 31-year-old has 12 months left on his contract but Toffees chiefs are confident they can come to an agreement with United and believe Rooney wants to rejoin them.Born in Croxteth, Rooney joined Everton as a nine-year-old and made his senior debut for the club aged just 16.He announced himself to the football world in sensational style in October 2002 when he fired a brilliant long-range goal against Arsenal which ended a 30-match unbeaten league run for Arsene Wenger’s side.Rooney went on to score 17 goals in 77 appearances for Everton before Manchester United swooped to sign him in a £25.6 million deal in 2004.He has gone on to win a host of major honours with United, including five Premier League titles, the Champions League and the FA Cup, and earlier this year surpassed Sir Bobby Charlton to become the club’s record goalscorer.Rooney has also rewritten the England record books, having scored 53 times in 119 caps to become the national team’s all-time top scorer. And Everton believe his experience could prove crucial in helping them achieve their ambition of becoming one of the Premier League’s leading clubs. To see all the other staff and then go out to see the players and Claude, and I have to say that Claude made me feel so welcome, I had lunch with him.“Just to offer some sort of support to everyone at the training ground and at the stadium, it felt right to do.”Shakespeare also said he will be in the stands on Saturday as Leicester play at the King Power Stadium for the first time since the accident, which occurred after their 1-1 draw home draw with West Ham two weeks ago.Listen back to talkSPORT’s interview with Craig Shakespeare in full above. “I spent ten years at Leicester and you feel the hurt, you feel the pain,” he told talkSPORT host Jim White on Thursday.“I felt for everyone at the club. I know the players personally, Khun Vichai’s family and Khun Top [the chairman’s son], I feel for all of them.“You want to try and be a support but you’re not a member of staff any more.“I went on a visit to the training ground last week to show my support and I am so pleased I did. 2 2last_img read more

first_imgLos Angeles County supervisors have a funny notion of how to strengthen campaign finance rules. Last week, they adopted a law that allows fines up to $5,000 for county office-holders who accept more than $1,000 per donor or any donations from registered lobbyists. Sounds tough, until you read the fine print. The Campaign Finance Ordinance requires that anyone who violates the law will be notified, then given 30 days to return the money and avoid paying a fine. In other words, the supervisors have put their stamp on a “reform” that actually encourages people to try to beat the system. There’s no reason not to because if caught, all they have to do is give the money back with no penalties. If no one finds out, it’s theirs to keep. It’s a no-lose law for cheaters. The only disincentive built into the law is negligible: The Registrar-Recorder’s Office will print up an occasional report listing violators’ names, and this might embarrass them. But the only thing embarrassing about this new campaign law is that anyone could call it reform while keeping a straight face.
